DOUGLAS COUNTY REPUBLICAN
CAUCUS ATTENDEE'S BILL OF RIGHTS


All Republican caucuses in Douglas County are required to adhere to the following:

1. STANDARDIZED PROCEDURE. All precinct caucuses in Douglas County are subject to the Douglas County Republican bylaws, the Colorado Republican Committee bylaws, and the standardized processes established in the caucus training manual and the Executive Committee. Under no circumstance is a precinct caucus authorized to deviate from the standardized practices.

2. CAUCUS TRAINING MANUAL PUBLISHED. The Douglas County GOP caucus training manual will be published to the DCGOP.org website for public review, and so that any attendee may print a copy and bring it to the precinct caucus to ensure that proper process is being followed.

3. SECRET BALLOT. All votes regarding the presidential preference straw poll, precinct committee people, and delegates to the county assembly will be by secret ballot. Votes regarding resolutions may be by voice vote or show of hands unless a majority of the eligible caucus attendees vote for secret ballot voting.

4. SINGLE ROUND OF BALLOTING. All votes held at a precinct caucus will consist of a single round of balloting with any ties resolved by flipping a coin, drawing straws, or some other method of chance. Delegates and alternates are elected together with a single ballot in which the highest vote-getters are delegates, and those that are not elected delegates are designated as alternates in the order of the number of votes received until all alternate places are filled. Run-off elections are not applicable under any circumstance at a precinct caucus.

5. OBSERVING BALLOT COUNTING. A Teller Committee will be appointed by the caucus chairman for the purpose of counting ballots, but any caucus attendee may observe the ballot counting conducted by the Teller Committee.

6. CAUCUS PAPERWORK OPEN TO INSPECTION. All Republican attendees of a precinct caucus have the right to view the precinct’s completed paperwork as it will be submitted to the county party before they leave their caucus meeting location.

7. PRESIDENTIAL PLEDGES. Caucus attendees that seek to be elected as delegates may state their presidential pledge, but they are not required to do so. Any eligible attendee that pledges themselves to a presidential candidate are bound to that pledge until the end of the first round of balloting at the RNC Convention. All delegates and alternates that are elected to the county assembly must initial the paperwork that indicates their presidential pledge, or lack thereof.

8. DELEGATES TO HIGHER ASSEMBLIES. An eligible caucus attendee that wishes to be a delegate to any assembly (county, house, senate, state, national) must first be elected as a delegate or an alternate to the county assembly and then indicate their desire to be a candidate to the higher assembly by checking the appropriate box on the caucus paperwork. The election of delegates to higher assemblies will occur at the county assembly, but only those that are elected to the county assembly may be elected to other higher assemblies.

9. RNC CONVENTION. Any caucus attendee that wishes to be a delegate from Colorado to the RNC Convention in Tampa FL must first be elected as a delegate or alternate to the county assembly, and then elected at the county assembly as a delegate or alternate to the state assembly.

NOTE: This "bill of rights" was passed unanimously by the Douglas County Republican Executive Committee at the November 12th, 2011 Executive Committee meeting. Caucus attendees are encouraged to print this page and bring it with them to caucus.
